Trump's Woke Alarm Misses Europe's Real Danger: Economic Stagnation.

The recent US national security strategy offers a flawed view of the European Union. It claims that open-border policies and what it terms "woke" policies pose an existential threat to European civilization. However, this perspective rests on a serious misreading of the situation. The actual challenge confronting Europe is not cultural but technological and economic lag.

The Stark Economic Divide Between Europe and the US

The data reveal a stark picture. Between 2008 and 2023, US GDP grew by eighty-seven percent, compared to a mere thirteen and a half percent growth for the EU. During this period, European income per person fell from over three-quarters to just half of the US level. Strikingly, even the poorest US state now has a greater average income than several leading European economies like Italy and France.

Today, about half of the world’s 50 largest tech companies are American, while only four are European.

The Technological Shortfall: The Core Question

This widening disparity stems from superior productivity growth in the US, fueled by breakthroughs and better use of resources. The landscape of world technology leadership is decidedly US-centric. In the last fifty years, hundreds of American startups have grown into enterprises valued at over $10bn, versus just 14 in the European continent.

This gap prompts a vital question: In the race for future industries like AI, semiconductors, and fusion energy, where does Europe stand? Most analysts concede it is largely a contest between two between the US and China, with Europe starting at a clear disadvantage.

Underlying Factors of the Continent's Innovation Gap

A number of major reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and more dynamic system for funding startups. Europe has yet to establish a true capital markets union, which limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder Europe. A US startup can launch a service under one set of laws to access a consumer base of over 330 million. The European Union, despite a bigger population, is divided among 27 different national systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was once met with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in defense has weakened its capacity for pioneering research.

The Road Ahead: Grounds for Hopefulness

Despite these challenges, there are causes for hope. European leaders are increasingly aware of the severe threat and have started to advance substantial change. Notable reports on EU competitiveness and the single market point to the necessity of sweeping changes.

Given appropriate policies and rule changes, Europe's strengths could support much higher levels of business-led breakthroughs.

Europe retains significant advantages: high-quality workforce, top-tier education systems, and world-class research institutions. Coupled with a large internal market and substantial household savings, these foundations have the potential to unleash a surge of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in developing next-generation tech, it can still significantly increase productivity by adopting and adapting advancements from elsewhere.

An Inflection Point

Europe now stands at a critical crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, Europe's technological decline has been steady. However, without decisive action to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
