The Failure of the 28-Article Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are waged: positive announcements are issued from various governments. Immense energy is devoted on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track rocket firings from across the border, a capability enabled by current data. From witness perspectives, military aircraft that had been dispatched to engage hostile guided weapons flew past – sophisticated military planes delivered to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems activated: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through Western nations. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly transforms into sober acceptance: maybe the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and another blackout.

Continuous Dangers

Following this, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it maintained course toward its objective.

Intermittently, this persisted until dawn. Kyiv faced the morning news: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a reliance that European nations are clearly incapable to fill in the short term.

Unsuccessful Negotiations

The detailed framework from Washington provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.

Every new proposal from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, undoubtedly, endure.

Political Considerations

It is easy to blame particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a principle well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is unrealistic to compel Moscow to abandon the areas that it already controls in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, US leadership does nothing to prevent Kremlin actions, through statements or actions, from believing that the situation will not change more in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a total frontline collapse until conditions improve in its favour.

Present Conditions

Objectively, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a just a single week to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all achieved their purpose.

While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on ongoing international assistance.
